TITLE: Air Pollution: Truck Retrofit Revolving Loan Program

SUMMARY:
Establishes the Truck Retrofit Revolving Loan Program to help finance,
through direct loans, the retrofitting of trucks of large and small
businesses with SmartWay Upgrade Kits that would be required to have
specified emission control devices and may have other specified
equipment. Creates the Truck Retrofit Revolving Loan Program to be used
to provide loans for the program.

Commentary:
Bill passed out of policy committee and referred to Appropriations
committee. On 5/3 it was placed on the suspense file and will be
considered later in the session.

TITLE: Horse Racing

SUMMARY:
Requires that the Board of Directors for the thoroughbred trainers
organization and thoroughbred owners' organization to appoint 3 mutually
agreed upon persons who qualify as owner-trainers to the board of the
thoroughbred owners' organization.

TITLE: Livestock: Liens

SUMMARY:
Permits a livestock servicer, if the obligations of the owner are not
satisfied, to sell livestock of a specified value, without obtaining the
consent of the owner, court order, or judgment, if the amount of the
lien is at least 50% of the value of the livestock and the servicer
sends notice to the owner prior to the sale of that livestock. Requires
that notice of sale be signed under penalty of perjury.

Commentary:
This is the CTBA sponsored bill to address concerns associated with
the lien law as it applies to livestock and equines. It passed the
Assembly Appropriations Committee on 5/3. We are working on amendments
to improve the bill.

TITLE: Horse Racing: Out-of-State Thoroughbred Races

SUMMARY:
Changes the total number of thoroughbred races authorized to be
imported by on a statewide basis. Authorizes additional wagering and
additional races. Increases the amount of continuously appropriated
license fees.

This is a spot bill for Instant Racing. It passed out of Assembly
Appropriations Committee on 5/3. Language is being developed for this
