nature is produced. Qualifies the use of that new evidence to evidence that is
relevant to the proceeding, that existed before the steward made the decision,
and that was not possible to present before the decision was made.

authority to institute on continue a disciplinary proceeding.

a partnership, joint venture, or other affiliation in order to further the
purposes of provisions relating to advance deposit wagering. Provides that if
such an affiliation is formed, the entity shall provide the Horse Racing Board
with comprehensive information regarding the organizational structure, relative
roles and responsibilities, and overall financial solvency of the entity.

SUMMARY:
Extends operation of existing law which requires every thoroughbred association
and fair that conducts a thoroughbred racing meet to deduct a percentage of the
total amount handled in exotic parimutuel pools to be distributed to a racing
association to defray costs of workers' compensation insurance in connection
with thoroughbred horses. Allows funds not used to defray the cost of workers'
compensation insurance to be used for another purpose or for safety improvements
to racing and training surfaces.

Commentary:
The bill would provide for a possible funding source for the installatio of poly
