Qualifies the use of that new evidence to evidence that is relevant to the proceeding, that existed before the steward made the decision, and that was not possible to present before the decision was made.

States that the suspension, expiration or forfeiture of a license issued by the board shall not deprive the board of its authority to institute on continue a disciplinary proceeding.
