Relates to existing law that requires the Office of Emergency Services, in coordination with specified agencies, to jointly establish a standardized emergency management system for use by all emergency management agencies. Requires the system to take into account the needs of individuals with household pets, service animals, and livestock following a major disaster or emergency.

COMMENTARY:

 

 

This bill is supported by many different organizations, including CTBA. It was introduced in response to the hurricanes in the south and the problems livestock and pet owners encountered with rescuing pets and livestock. At CTBA's request, the bill is being amended to add the word "equine" to eliminate any possibility that horses might not be considered "livestock". It passed out of Assembly GO Committee on Wednesday unanimously.

COMMENTARY:

 

 

This bill is opposed by most of production agriculture including the CTBA. We testified against it in committee but it passed. We are now working with the sponsors to find a compromise which would not require farmers to pay the $.14 per gallon Excise Tax up front. Claude Parrish of the Board of Equalization is also adamantly opposed to the bill.

Revises the definition of secondhand dealers and tangible personal property. Makes it a misdemeanor to advertise as a secondhand dealer without being licensed and a civil penalty. Requires the payment of a licensure and renewal fee by dealers and pawnbrokers. Requires reports regarding gun show transactions.
