Amends the Gambling Control Act. Prohibits a gambling license if a person that has a financial interest in any business or organization this is convicted of a single specified gambling violation. Relates to payment provisions of a gaming compact with the Gabrielino-Tongva Tribe to the Horse Racing Board, the City of Inglewood, the city's school district, Los Angeles County and costs of prosecution and monitoring of sex offenders.. Establishes a Indian reservation for the Tribe.

Amends existing law that allows the State Horse Racing Board to grant licenses to an association only for races between horses of a single breed, but allows some thoroughbred and Appaloosa horses to run in races shorter than 5 furlongs with other breeds, subject to specified conditions, to restrict the number of thoroughbred horses in these races. Requires quarter horse racing associations in the northern and southern zones to show races in each others zone and to pay specified money related thereto.

States that the suspension, expiration or forfeiture of a license issued by the board shall not deprive the board of its authority to institute on continue a disciplinary proceeding. Requires the board to contract with persons to perform as veterinarians.

Provides that every thoroughbred association and fair that conducts a thoroughbred racing meet to deduct a percentage of the total amount handled in exotic parimutuel pools to be distributed to a racing association to defray costs of workers' compensation insurance. Provides that any funds that are not used for that purpose shall either be carried forward to the subsequent year or used to reimburse racing associations for safety related expenditures.

Increases the minimum wage to $7.50 per hour, effective on January 1, 2007, and to $8.00 per hour, effective on January 1, 2008. Requires the Department of Industrial Relations to adjust the permissible meals and lodging credits by the same percentage as the increases in the minimum wage and to amend and republish the Industrial Welfare Commission's wage orders. Requires every employer that is subject to an amended republished order required under the bill to post in a certain manner a copy of the order.
