Extends operation of existing law which requires every thoroughbred association and fair that conducts a thoroughbred racing meet to deduct a percentage of the total amount handled in exotic parimutuel pools to be distributed to a racing association to defray costs of workers' compensation insurance in connection with thoroughbred horses. Allows funds not used to defray the cost of workers' compensation insurance to be used for another purpose or for safety improvements to racing and training surfaces.
