Increases the minimum wage to $7.25 per hours, effective on and after July 1, 2006, and to $7.75 per hour, effective on and after July 1, 2007. Provides for the automatic adjustment of the minimum wage on January 1 of each year thereafter, calculated by multiplying the minimum wage by the previous year's rate of inflation.

Deletes obsolete provisions relating to manufacturing equipment credits. Restricts the tax treatment of Subchapter S corporations to those corporations with fewer than 100 shareholders that have an annual gross income of less than a specified amount

Amends existing laws that makes the current fair market valuations required to determine the cancellation fee for removing land from a Williamson Act conservation contract subject to the county board of equalization. Requires the county assessor to formally review the valuation upon receiving a request for formal review if he or she determines that additional information submitted by the requesting party may have a material effect on the valuation of the property.
