Amends existing law that requires a blood or urine test sample required by the Horse Racing Board to be taken from a horse to be divided or taken in duplicate. Exempts from that requirement total carbon dioxide testing. Requires emergency regulations to be adopted to establish policies, guidelines, and procedures that include a split sample process related to total carbon dioxide testing. Requires the board to contract with the Regents of the University of California to be the required testing laboratory.

Maintains the definition of trainer to mean a person currently licensed by the board as a trainer.

Eliminates an exception for interested owners an breeders that allows them to serve on the board. Prohibits any person from serving on the board if they have a financial interest in horse racing. Relates to board members purse sharing.

AB 531 did not pass out of the Assembly. The author has committed to work with the industry to develop amendments that will go into a Senate bill that will require a Conflict of Interest Code for the members of the CHRB. He has also agreed that if the amendments aren’t supported by the industry, he will not pursue the bill.
