Increases the minimum wage to $7.25 per hours, effective on and after July 1, 2006, and to $7.75 per hour, effective on and after July 1, 2007. Provides for the automatic adjustment of the minimum wage on January 1 of each year thereafter, calculated by multiplying the minimum wage by the previous year's rate of inflation.

CTBA is opposed to this bill. It passed off of the Assembly floor on Thursday on a vote of 42 to 26 and now will go to the Senate where it will most likely pass as well. Last year the Governor vetoed the bill and we will work on getting a veto again, assuming that it passes the Legislature.

Deletes the requirement of provisions of existing law that requires pawnbrokers, secondhand dealers, or coin dealers to report specified transactions to local law enforcement for coin dealers. Revises the definition of secondhand dealers and tangible personal property. Makes it a misdemeanor to advertise as a secondhand dealer without being licensed and a civil penalty. Requires the payment of a licensure and renewal fee by dealers and pawnbrokers. Requires reports regarding gun show transactions.

While this bill doesn’t affect CTBA or Barretts, we are watching it closely to be sure it isn’t amended to affect auctions or auction companies. It currently only affects pawnbrokers and second hand dealers, but does mention auctions.

Restricts the tax treatment of Subchapter "S" corporations to those corporations that have annual gross income of less than $20,000,000.
